In ‘Deacon Blues’ the singer says that they have a name for the winners in the world—presumably the cardinals that become the popes—but he wanted a name when he loses. According to him, he and presumably the other cardinals will be called ‘Deacon Blues’. I don’t think they are actually demoted to deacons.
